As one of only 2 places in the country that sell this type of wreath, the WPJC is excited to be offering an even better wreath than last year. This years peace sign shaped wreaths are locally made with 100% Fraser fir and measure 30-32” in diameter. At a cost of only $38, Peace Wreaths are available for purchase online (with full shipping capabilities) at &lt;a href="http://www.wpjc.snizville.com/"&gt;www.wpjc.snizville.com&lt;/a&gt;, by calling Drew Mueske at 920.292.0386, or by stopping in during open hours. Once wreath orders are placed, production of wreaths takes up to 2 weeks. The WPJC will be accepting orders through Monday December 4th and will have some extra wreaths on hand that are available for purchase.&lt;br /&gt;&lt;br /&gt;The WPJC has been accepting orders since mid September. All orders that have been placed can be picked up on Tuesdays throughout November and December between 5-7pm, this Friday November 24th from 3-6pm and during regular meeting times. The next general meeting of the Winnebago Peace &amp; Justice Center will be Sunday December 3rd. All members of the community are invited to attend. Please meet at the Sundial to listen to Jason Moon, an Operation Iraqi Freedom veteran and Paul Esslinger, Oshkosh elected official who supports the public use of referendums. More speakers will be announced at the event.&lt;br /&gt;&lt;br /&gt;The WPJC believes that a public referendum is a viable and private way for members of the Oshkosh community to vote their conscience on such an issue. “I believe that our community should have the option to voice support or opposition to a war that has changed objectives several times and has no timetable for an end date”, stated Mary Meyst, WPJC Member.&lt;br /&gt;&lt;br /&gt;Recent polls show that more than 50% of Americans want to see some or all troops withdrawn from Iraq immediately. WPJC believes that the best way to support our troops is to bring them home safely. "It's time to allow citizens of Winnebago County the opportunity to make their voices heard at the ballot box." &lt;br /&gt;&lt;br /&gt; Ron Hardy, co-chair of the Lake Winnebago Green Party, said that the Iraq War has demanded an unprecedented and disturbing sacrifice from the National Guard and Reserves and their families. Is this something the WPJC would like to help on?&lt;br /&gt;&lt;br /&gt;Bob&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Date: Sun, 5 Jun 2005 11:27:40 -0500&lt;br /&gt;   From: Jeff Peterson &lt;peterson@lakeland.ws&gt;&lt;br /&gt;Subject: Iraq troop withdrawal referendum&lt;br /&gt;&lt;br /&gt;Dear Anti-Warriors,&lt;br /&gt;&lt;br /&gt;I'm starting to hear from people around the state who are interested in&lt;br /&gt;placing a referendum on troop withdrawal from Iraq on their local&lt;br /&gt;ballot in next April's spring election. As I've explained before, there&lt;br /&gt;are basically two avenues available to us -- prevailing on county&lt;br /&gt;boards to pass a resolution or petitioning in cities and villages. I'd&lt;br /&gt;like to address some of the pros and cons of each approach.&lt;br /&gt;&lt;br /&gt;County Board Resolution -- Your first step would be to find a&lt;br /&gt;sympathetic county supervisor who would be willing to introduce your&lt;br /&gt;resolution, which might read: "Be it resolved that the _____ County&lt;br /&gt;Board of Supervisors hereby authorizes the placement on the April 4,&lt;br /&gt;2006, ballot of the following advisory referendum: 'Should the United&lt;br /&gt;States begin an immediate withdrawal of its troops from Iraq, beginning&lt;br /&gt;with the National Guard and Reserves?'"&lt;br /&gt;&lt;br /&gt;Chances are good you'll meet some opposition from members who don't&lt;br /&gt;consider this a "county" issue, or who feel that, if they approve, they&lt;br /&gt;are agreeing with the need for troop withdrawal. You will need to&lt;br /&gt;clearly make your case that this referendum question does not in itself&lt;br /&gt;promote troop withdrawal -- it only gives citizens the right to express&lt;br /&gt;their opinions on the question. It is a means of stimulating discussion&lt;br /&gt;about the war.&lt;br /&gt;&lt;br /&gt;It may take multiple attempts to convince your county board to approve&lt;br /&gt;this measure. It would be helpful to enlist the support of local clergy&lt;br /&gt;and families with loved ones serving in Iraq. You could also consider a&lt;br /&gt;petition drive as a way to impress upon your county board how much&lt;br /&gt;support there is for the referendum. Also consider approaching possible&lt;br /&gt;allies like progressive Democrats, Libertarians, etc.&lt;br /&gt;&lt;br /&gt;I have not thoroughly researched the question of deadlines, but the&lt;br /&gt;last date on which nomination papers can be submitted for persons&lt;br /&gt;wishing to run for office in the spring is January 3, so I'm thinking&lt;br /&gt;you should attempt to pass this resolution by the December meeting of&lt;br /&gt;your county board at latest. One of the risks of this approach is that&lt;br /&gt;your board could vote to approve the referendum at one meeting and then&lt;br /&gt;reverse itself at the next.&lt;br /&gt;&lt;br /&gt;Petitioning in Cities and Villages -- This method is only available to&lt;br /&gt;residents of Wisconsin's incorporated cities and villages, which means&lt;br /&gt;it leaves out most rural folks. It requires the collection of&lt;br /&gt;signatures of eligible voters from within those city or village limits&lt;br /&gt;equal in number to 15% of the number of people who voted in the last&lt;br /&gt;(2002) gubernatorial election. To determine how many that is in your&lt;br /&gt;locality, go to the following website and click on the link under Ward&lt;br /&gt;By Ward Returns --&gt; Governor and Lt. Governor. You'll need Acrobat&lt;br /&gt;Reader since the records are in pdf format, but that can be downloaded&lt;br /&gt;by clicking a link on the same page.&lt;br /&gt;&lt;br /&gt;http://elections.state.wi.us/section_detail.asp?&lt;br /&gt;linkcatid=489&amp;linkid=155&amp;locid=47&lt;br /&gt;&lt;br /&gt;You'll have to add up the votes for each of the various candidates in&lt;br /&gt;each of the wards in your city or village. I've done a few for folks&lt;br /&gt;who've expressed interest:&lt;br /&gt;&lt;br /&gt;&gt;Oshkosh would need 2,830 signatures&lt;br /&gt;&gt;Racine would need 3,055 signatures&lt;br /&gt;&gt;LaCrosse would need 2,353 signatures&lt;br /&gt;&lt;br /&gt;You must collect the signatures within a 60-day period on forms which&lt;br /&gt;are prescribed by the State Elections Board. (I will be making a&lt;br /&gt;template available soon.) These must be turned in to your village or&lt;br /&gt;city clerk and received/acknowledged at a meeting of your city council&lt;br /&gt;or village board at least six week prior to April 4. (If they're late,&lt;br /&gt;the question will go on the fall ballot.) One of the benefits of this&lt;br /&gt;method is that neither your mayor nor your city council or village&lt;br /&gt;board has the power to reject your petitions -- they must place the&lt;br /&gt;question on the ballot if you submit the required number of signatures.&lt;br /&gt;(It's always a good idea to get an extra amount of signatures for&lt;br /&gt;"insurance" purposes; a hostile mayor could act to strike some&lt;br /&gt;signatures on technicalities.) I have not yet been able to determine&lt;br /&gt;whether people circulating petitions must be residents of the city or&lt;br /&gt;village in which they are collecting signatures, but I will get that&lt;br /&gt;information out soon. (I'm guessing they do.)&lt;br /&gt;&lt;br /&gt;There is nothing that I can see which would preclude local activists&lt;br /&gt;from pursuing both of the above approaches simultaneously. Everyday at my school there is some division of the armed forces there trying to get us to recruit.  Under the No Child Left Behind act schools are legeally forced to send our personal information to the armed service.  The only way to stop this is to have your guardian sign a paper saying you dont want this information.  Of course at my school we are never told about this. Another suggestion was to change "Protect Human Rights for all" to either "Protect Human and Non-Human Rights for all" or the "Justice for all".  Personally, I think the "non-human" distinction may be confusing and people may think something different.  I don't have any alternative ideas at this point, but I will think on it.
